Pokémon

Mega Evolution, Primal Reversion, Bond Phenomenon, Ultra Burst, Dynamax, and Gigantamax remain in the code of Scarlet and Violet. However, this doesn't allow Pokémon to transform into those forms in the final release.

Eternal Flower Floette and Eternamax Eternatus remain in the code of Scarlet and Violet. Unlike in Pokémon Ultra Sun and Ultra Moon and in Pokémon Sword and Shield, they lack their own respective Pokédex entries; however, like in Ultra Sun and Ultra Moon and in Sword and Shield, Eternal Flower Floette and Eternamax Eternatus have the same base stat total of 551 and 1125, respectively.

Shiny Pokémon

For the sake of consistency, all Pokémon have a Shiny form. Some of them cannot be obtained, however, as they have been locked out of being Shiny outside of the possibility of Shiny variants being distributed via events.

The first partner Pokémon the player obtains at the start of the game are also Shiny-locked, so their Shiny forms can only be obtained via breeding.

The legendary Pokémon corresponding to one of Snacksworth's treats (as well as Dialga and Palkia in the Tera Raid Battle event from December 8, 2023 to December 21, 2023) are Shiny-locked as well, so their Shiny forms can only be transferred to Scarlet and Violet. Likewise, the Shiny forms of specific Pokémon that are not obtainable without transferring from Pokémon HOME can only be transferred to Scarlet and Violet.

Moves

Main article: List of moves by availability in Generation IX

Various moves, as well as Z-Moves and Max Moves, have been removed from Scarlet and Violet; they all have the same description of, "This move can't be used. It's recommended that this move is forgotten. Once forgotten, this move can't be remembered." Attempting to use a Pokémon in battle that only knows unusable moves will always result in the Pokémon using Struggle instead and acting as if it has no moves available to select.

Items

Neither of the legendary artifacts associated with Koraidon nor Miraidon are normally available as an item. However, they are present in the internal data of the games. The same applies to the Key Stone, Mega Stones, colored orbs, Z-Crystals, the Band Autograph, Black Augurite, Peat Blocks, the Baguette, the Blue Dish, the Orange Dish, the Red Dish, the White Dish, and the Yellow Dish.
