Description This Trainer who loves “Veevees” attends an academy in Paldea. She has a shy personality but is knowledgeable about machines.

Penny also forms a sync pair with Eevee. This pair can be obtained by reaching Friendship Level 100 with Penny in the Trainer Lodge beginning on November 1, 2025. This pair can be raised to 6★ EX since it first released, though it lacks an EX style.

In the games

Penny arrives on Pasio after the events of Pokemon Scarlet, having seen the defeat of Team Star and having gone on adventures with Juliana and her friends. She is still shy about talking to people, but loves to speak about machines and the Eevee evolutions.

She first appears in Veevee on Pasio!, where she is too shy to speak to other Eevee trainers. Penny is approached by Hugh who thinks she's acting suspiciously and might be a member of Team Break, but they clear the misunderstanding. Hugh then decides to help her make friends, to which Penny accepts. With Hugh's overly enthusiastic coaching, Penny makes friends with Nate and Rosa, saves a preschooler's Eevee from Team Break, and eventually reunites with Nemona and the rest of her friends from Paldea. Over the next several Story events, Penny also meets up with the other members of Team Star, happy to be together with all her friends again as they accept Director Clavell's offer to aid in the founding of Pasio Academy.

Sylveon

Raising this sync pair to 6★ EX will unlock Song Key 09003, which allows "Battle! (Penny) (Pokémon Masters EX Version)" to be played in the Jukebox.

Trivia

Origin

Penny's design is based on her appearance in Pokémon Scarlet and Violet. Sylveon is Penny's signature Pokémon in the core series games. Sylveon's Dex entry comes from Pokémon Ultra Sun.

Penny trades the player an Eevee in the League Club Room. She is also a fan of the species, using its evolutions in battle and wearing a backpack fashioned after it. Eevee's Dex entry comes from Pokémon Ultra Sun.
