After the player defeats Team Rocket in the Rocket Warehouse on Five Island and hands the Sapphire over to Celio, one of the legendary beasts of Johto will start roaming Kanto. The beast that appears varies based on what Pokémon the player chose as their first partner Pokémon.
Due to the Roaming Pokémon IV bug, the roaming Pokémon are guaranteed to have low IVs in every stat except HP. In the case of Raikou and Entei, the player should be wary of the Roaming Roar bug; if the beast uses Roar to flee from battle, it will permanently disappear.
