Phoebe is the second of the Elite Four.  Her strategy is to confuse and confound with Pokémon she considers undefinable.
Phoebe trains at [[Mt. Pyre]], where she says she developed the ability to commune with {{type|Ghost}} Pokémon. During the post-game of {{g|Omega Ruby and Alpha Sapphire}}, Phoebe also goes there to visit her grandmother, upon whom Phoebe says the {{player}} made a lasting impression.


All of her five Pokémon are pure Ghosts, with the exception of {{p|Sableye}} (the other being {{type2|Dark}}). She apparently has a grandmother at [[Mt. Pyre]] and she hopes she's doing well. It is unknown who her grandmother is, but it is quite likely that she is the old lady the guards the [[Red Orb]] and the [[Blue Orb]] at the top of Mt. Pyre.

Phoebe and the other Elite Four members were called by {{Steven}} to help protect the Hoenn [[region]] from the {{pkmn|battle}} between {{DL|Super-ancient Pokémon (Adventures)|Groudon}} and {{DL|Super-ancient Pokémon (Adventures)|Kyogre}}. While the other Elite Four are tasked with attempting to open the chambers containing the Legendary Pokémon {{p|Regirock}}, {{p|Regice}}, and {{p|Registeel}}, Phoebe goes to meet with a [[blind boy]] that holds a slab that has the secret to awaken the three Pokémon.
After the slab is translated and Steven manages to awaken the Legendary Pokémon, Phoebe is tasked with controlling Regice alongside Glacia. The Elite Four, Steven, and Wallace all control the three [[legendary giants]] in three pairs of two and use their power to keep the power released from Groudon and Kyogre's battle from spreading throughout Hoenn. They manage to keep the power contained for several weeks, but the strain is too much for Steven and he eventually dies, causing the three Pokémon to lash out and flee. Phoebe later mourns Steven's death before his revival at the hands of {{adv|Ruby}}'s {{p|Celebi}}.

Phoebe is the second member of the Hoenn Elite Four to be faced at the Pokémon League.

Phoebe trains at Mt. Pyre, where she says she developed the ability to commune with Ghost-type Pokémon. During the post-game of Pokémon Omega Ruby and Alpha Sapphire, Phoebe also goes there to visit her grandmother, upon whom Phoebe says the player made a lasting impression.

Ruby & Sapphire arc
