Gorigan's role in Cipher is to run the Cipher Key Lair, which is Cipher's chief Shadow Pokémon manufacturing facility. Though his strange, ape-like appearance and mannerisms make him seem dull, he is actually quite smart (at least smart enough to run the Key Lair effectively) and commands a lot of respect and fear among the Cipher Peons. However, he also has a very short temper.
He first meets Michael outside the wreck of the S.S. Libra, but leaves Cipher Peons to fight in his stead. Gorigan later meets Michael on the top floor of the Key Lair and attacks him for shutting down the facility, but Michael defeats him. He is later fought on Citadark Isle and is the final opponent of Orre Colosseum's third round. After being defeated, Gorigan grows to respect Michael, and grants him the title Hexagonal Bolt of Friendship Holder.
Gorigan's movement is based on apes: he often appears to be dragging his arms around and leaps around in a bizarre manner, even going so far as banging his chest with his fists in a gorilla-type fashion. To reflect this, Gorigan's Psychic-type Shadow Pokémon are both in the Human-Like Egg Group.
In his first two battles, outside of his Shadow Pokémon, Gorigan uses Earthquake and Protect to efficiently utilize the powerful Ground-type attack whilst using other moves native to that particular Pokémon's type, similar to Dakim. In Orre Colosseum, he makes heavy use of the AbilityIntimidate to cut the player's Pokémon's Attack stat.
"Where are all my crew? …You wiped them out? Every last one?! Impossible! One kid took down all those Shadow Pokémon we made? Urrrgggh! In wrecking my factory, you smeared dirt all over my good name and standing!"
"You've done it now! I'm steaming mad, and there's no forgiving that. Ever! Be prepared to drop!"

"What?! Back again?! I'll stomp you, whale on you, pulverize you, and devastate you!"
After being defeated
"Ugwaaah! That's it! You're not getting away with this! No way, no how, no ifs or buts! I'm not taking this! I'll blow up the factory with you in it! Gwaaooooh!"
"Hyahyahya! Master Greevil has such a wicked sense of humor! No ordinary ship can get close because of the rough seas. And even if you do manage to get on the island... The place will be swarming with Trainers carrying the Shadow Pokémon I made! …Even though there should be a lot more Shadow Pokémon… If XD001 didn't drop that ship in the desert, we wouldn't have taken so long tuning the Shadow Pokémon. Hyahyahya! But it doesn't matter. There's plenty of Shadow Pokémon to welcome you in style! How many are there? Heheh, I can't tell you that. If I did, it'd floor you! It's just a matter of time before the world belongs to us. You'd better be ready for it!"
"Heheh! It's me again, kid! You know, it makes me kind of happy to see you since I've seen you so often! But the way you keep beating me, my cred's taken a beating! Aiyeeeh! So, Master Greevil gave me this one last chance to redeem myself. But this is it! If I lose this one, there's not tomorrow! Here goes!"
