Both Otamaro and Poliwag are Water-type Pokémon that are based on tadpoles, as well as evolve at Level 25.
Origin
Otomaro appears to be a combination of a Surinam Toad tadpole and a loudspeaker. The Surinam Toad is an aquatic amphibian whose backs are covered in pockets that hold its eggs, which may have inspired Otomaro's spherical "speakers" on its body.
