The deck is the fifth installment of the Asian-exclusive V Starter Deck product line, and was first released in Indonesia on April 22, 2022 alongside the localization of the Star Birth expansion and Battle Region subset. A release in Thailand shortly followed on April 29, 2022. The deck contains cards from Japanese products that were not released in these regions, including the Start Deck 100 and VSTAR Starter Sets. As such, the deck was not available in Traditional Chinese as these products had already been localized in Taiwan and Hong Kong. All cards have a product-specific collection number and set symbol, but no rarity symbols or Holofoil patterns. Each deck is also packaged with a rulesheet and a cardboard sheet containing damage counters, Special Condition markers, and a VSTAR marker.
Each deck comprises three different groups of cards assembled at random. The first and second groups typically focus on one Pokémon type and include quantities of supporting basic Energy cards. Group one has 12 possible varieties, each of which contains 28 cards (including a Pokémon V as a core attacker); group two has 7 possible varieties, each of which has 16 cards. The cards within each variety for groups one and two are always the same. The third group contains 11 fixed Trainer cards and four random sections of cards for a total of 16—section one contains one Trainer card from a pool of four; section two contains one Poké Ball Item card from a pool of two; section three contains two copies of a Supporter card from a pool of two; section four contains another Supporter card from a pool of two.
