Together with the First Impact expansion, these were the first official Pokémon Trading Card Game products translated into Thai and Indonesian. Both countries held launch events to promote the game before their general release. In Thailand, they were available at the First Impact Challenge, held in Bangkok on January 19, 2019. In Indonesia, they were available at the First Impact Grand Launch Event, held in Jakarta between August 8 and 11, 2019. All cards available in the GX Starter Deck can also be found in the main First Impact expansion; those available in the deck have a different collection number and symbol, no rarity symbols, and are all Non Holofoil. Each deck also comes with a rulesheet and a cardboard sheet containing damage counters, status markers, and a GX marker.
The deck itself can be broken down into 3 groups: the first group contains 18 cards, which always include a Pokémon-GX and other Pokémon often of the same type. Some may also have Trainer cards. This group contains at least 9 Energy cards that support the type of the Pokémon included. The second group contains 16 cards, which comprise another type-specific selection of Pokémon and Energy cards. The final group consists of 26 cards—3 are always from a pool of 3 Colorless-type Pokémon, though which ones are included and their quantities are random. The other 23 cards are a random selection from a pool of Item, Supporter, and Special Energy cards, which can have varying quantities. This selection often includes multiples of cards such as Ilima and Hau. Even though the first two groups included in any one deck are random, each group always contain the same cards. Groups containing like types can also be packaged together.
