The Challenge V Starter Deck was released alongside the dual Single Strike Master and Rapid Strike Master expansion in each of its localizations. It was available in Taiwan and Hong Kong from January 29, 2021, in Thailand from March 26, 2021, and in Indonesia from May 21, 2021.
Each deck is composed of three different groups of cards that are assembled at random. The first and second groups typically focus on one Pokémon type and include quantities of supporting basic Energy cards. Group one has 16 possible varieties, each of which contains 28 cards (including a Pokémon V as a core attacker); group two has 7 possible varieties comprising 16 cards each. The cards within each variety for groups one and two are always the same. The third group contains 11 fixed Trainer cards and two random sections of cards for a total of 16—section one contains three different Trainer cards from a pool of five; section two contains two copies of a Supporter card from a pool of three. Cards available as part of the deck have a unique collection number and set symbol, have no rarity symbols, and have no Holofoil treatments. Each deck also comes packaged with a rulesheet and a cardboard sheet containing damage counters and status markers.
