This is the Bulbapedia walkthrough for Pokémon HeartGold and SoulSilver Versions. This walkthrough follows the remade Nintendo DS versions, not Pokémon Gold and Silver.
The guide for those can be found here.

Route 6

Route 6

Your next stop is Saffron City, so travel north through Route 6. The area is much the same as it was three years ago, though the land has shifted slightly, shortening the route. There are a few Trainers here, as well as a man blocking the entrance to the Cerulean-Vermilion Underground, which has been closed until the Power Plant is operational again.

Head through the gate to enter Saffron City.

Saffron City

Saffron City

As one of the largest cities in Kanto, there is quite a bit to do in Saffron. Visit Mr Psychic's house in the southeast to get TM29 (Psychic), then step inside the huge office building in the center of the city.

Silph Co.

This huge office building is the headquarters of Silph Co., which manufactures helpful products for Trainers of both the Kanto and Johto regions. The building has eleven floors in all, but you aren't able to climb beyond the first floor. Talk to the security guard near the elevator to receive an Up-Grade, which evolves a Porygon into a Porygon2 when traded. Also if you have a Rotom in the front of your party then you can access the Elevator that will take you to a hidden room that will allow you to switch between it's alternate forms and unlike Platinum it does not require a special event to access these forms.

Copycat's house

The purple-roofed house to the west of the Silph office building is home to the Copycat. While there isn't much of interest here right now (besides a Banette posing as a Poké Doll), return her lost Poké Doll to her to receive a Pass that lets you ride the Magnet Train whenever you please.

Magnet Train Station

Kanto-Johto Magnet Train Line
Saffron City Station

The Magnet Train Station is situated in the city's northwest neighborhood, but the train isn't currently operational due to some problem at the Power Plant. Once the electricity has been restored, this high-speed bullet train will run between Johto's Goldenrod and Kanto's Saffron; 24 hours a day, 7 days a week. This makes the Magnet Train a much more convenient means of transportation between the two regions — otherwise, Trainers would have to wait for a few days until the S.S. Aqua would set sail again.

Saffron Gym

Saffron City Pokémon Gym
Leader: Sabrina

The Mistress of Psychic-Type Pokémon!

The Saffron Gym specializes in the Psychic-type. Wander through the maze of warp tiles, and you'll eventually reach the Gym Leader, Sabrina. Use Dark- or Ghost-type attacks, like Bite or Shadow Ball to exploit the Psychic-type's weaknesses. If you choose to attack with Ghost-type moves, avoid battling with a Ghost-type Pokémon because of her Espeon's Shadow Ball. Her Mr. Mime and Alakazam employ the use of Light Screen and Reflect to cut your attack power for a few turns, as well. All three know their best STAB move, Psychic, and can provide additional coverage with Shadow Ball, Mimic, and Energy Ball, respectively. If all else fails, pound her team with physical moves to take advantage of their low defenses.

Saffron Gym
The Marsh Badge

After the battle, Sabrina gives you the Marsh Badge, and TM48 (Skill Swap) as a prize. The badge is merely symbolic of your victory over the Saffron Gym, seeing as it does not affect your Pokémon's stats.

After claiming the Marsh Badge, venture east from the city to reach Route 8.

Route 8

Route 8

Route 8 is a simple route that serves as a link between Saffron City and Lavender Town.
Battle past the three bikers (the "Kanto Pokémon Federation") near the gate, and continue on your way east to Lavender Town.
