Kecleon		I don't think Kecleon was meant to be fully-evolved, because it lacks Hyper Beam and Giga Impact. Plus, it's strictly a novelty Pokémon. Chatot		Chatot is a bit of a novelty Pokémon. It also lacks Hyper Beam and Giga Impact, which is a standard for fully evolved Pokémon. I see Carnivine as being like Petey Piranha[1], so I guess a Baby Carnivine would be like a regular Piranha Plant[2].
