Characteristics

Defensively, the Electric-type is fairly well off. Its resistances aren't especially notable aside from Flying, but it has only one weakness, to Ground. Having only one weaknesses means Electric-type Pokémon can take a few hits while dishing out heavy damage or using stat-boosting moves. However, Earthquake is a very popular and powerful Ground move for Pokémon that focus on physical moves.

Offensively, the Electric type is also pretty well off. Flying and Water are fairly common types, while all its resistances are rare. Ground-type Pokémon can be covered by a Hidden Power of the right type.

Also, Pokémon like Pikachu can learn the move Grass Knot which applies more damage to heavier foes and, as Ground-types are typically heavy, this should be extremely effective.

A scientific error is made when determining the effectivness of electric attacks. In theory, electric attacks should be super evective againt ground types and not at all effective against flying types. This is because if an electric current cannot be grounded, it will not have any affect on the conductor.
