We will skip the Seafoam Islands part for now. Climb up the ladder to realise that there is a gym within the island. Blaine is the leader of the temporary gym, specialises in Fire-type Pokémon. Now that you obtain 7 Kanto badges, fly back to Cinnabar Island and talk to Blue again. He reveals himself as a Gym Leader, and will tell you to head to the gym in Viridian City to battle him.
