Alongside the release of Raging Surf, two 60-card pre-constructed starter sets focusing on type-shifted Terastallized Pokémon were released.
These sets include:
- Terastal Starter Set Mewtwo ex (Japanese: スターターセットテラスタルミュウツーex Starter Set Terastal Mewtwo ex)
- Terastal Starter Set Skeledirge ex (Japanese: スターターセットテラスタルラウドボーンex Starter Set Terastal Laudbon ex)
Each starter set premiers a type-shifted Pokémon ex based on the Pokémon featured in the deck. The decks include a number of Trainer cards and Basic Energy cards. Each set comes packaged with a sheet containing 44 damage counters and 2 status markers, a player's guide, a coin, and a two-player playmat.
Several cards that debuted in these sets were introduced in the English Paradox Rift expansion, the rest were introduced in the English Paldean Fates expansion.
