Dewgong (Japanese: ジュゴン Jugon) is a Pokémon that makes its home at the Cerulean Gym.
In the anime
Dewgong first appeared as a Seel in The Water Flowers of Cerulean City. It was most likely not used by Misty's sisters in battle because they claimed they had no battling Pokémon when Ash challenged them for a Badge. It held the Cascade Badge on its tongue in this episode.
Seel reappeared in The Misty Mermaid. During a battle with Team Rocket, Seel evolved and was able to send them blasting off. Misty's sisters were surprised by Seel's strength in battle, not knowing how powerful it was until that point.
The Gym has a second Seel that has made several cameo appearances next to Dewgong in Pokémon Chronicles episodes that featured Misty.
Personality and characteristics
In its debut, Seel was friendly and well-behaved, coming over whenever it was called and offering to its Trainers the Cascade Badge it was carrying on its tongue.
Later, Seel proved itself to be brave when it put itself between Jessie's Arbok and the Cerulean Gym Pokémon and Ash's Squirtle, surprising its Trainers since Seel had never showed an interest in battling before. In spite of this, Seel proved to be a formidable battler under the command of Misty, and its courage and determination gave it the power it needed to evolve into Dewgong.

In the games
Dewgong (used by Misty) appears in Pokémon Stadium during both rounds and in Let's Go, Pikachu! and Let's Go, Eevee! during rematches. In the latter games, a Seel is also used by Daisy in her cameo appearance when the player first challenges Cerulean Gym.
