Thanks to Archaic for the synopsis.

The episode opens with Ash and company running to catch a boat. Unfortunately, they manage to get aboard the wrong boat, and eventually reach land, where they see Ivysaur, Charmeleon, and Wartortle. May can't identify the Pokémon properly, and Max seems to be having problems with Wartortle. Ash then explains that in his home region of Kanto, Bulbasaur, Charmander, and Squirtle are the starter Pokémon. Ash and company are then enlisted to help teach some starting trainers. Team Rocket has managed to follow them using their Magikarp submarine. Meowth again has a strange dream or vision about how kind the boss would be to them if they succeed in this mission.

<i>The kids are running for the ferry to Lilycove and jump on the boat they see leaving only to discover it's actually a boat to Bomba Island. Once they arrive on the island, they meet a young Trainer named Jimmy and his Wartortle, Charmeleon, and Ivysaur. Jimmy is a student at the Pokémon Battle Judge Training Institute, located on the island.

Professor Serena from the institute gets Ash and Brock to help out in her class by staging a Double Battle which Jimmy will judge. Ash uses Swellow and Corphish, while Brock uses Mudkip and Lombre. The battle is fierce, and after Mudkip and Lombre both use Water Gun on Corphish simultaneously, Jimmy mistakenly declares Corphish unable to battle.

That night, Ash and friends find Jimmy outside talking to his Pokémon. Jimmy explains how he met all three of them by accident, and even got a Cascade Badge—also by accident. Team Rocket interrupts and takes all three of the Pokémon, causing Jimmy to run after them. Seeing his determination, Wartortle evolves into Blastoise, and uses Hydro Pump to free the others. Team Rocket is then defeated as usual.

Serena tells Jimmy he has to leave the school now, but not because he's a bad student, but because he'd make a better Trainer. Jimmy heads back to Lilycove to start his Pokémon journey over, while Ash and friends continue on to Mossdeep City.</i>

Plot
Ash and ashfr are running to catch the boat to Mossdeep Island, but in their haste, they get on the wrong boat which is headed for Bomba Island instead. As they arrive at their destination, Max reveals that there is no direct ferry from Bomba Island to Mossdeep Island. Just then, an Ivysaur, Charmeleon, and Wartortle pass by the group, each carrying a heavy box. Ash explains that they are the evolved forms of Bulbasaur, Charmander, and Squirtle, the Kanto first partner Pokémon. The group bumps into Jimmy, the Trainer of the three Pokémon, and himself a referee-in-training. After helping them move a few boxes, Jimmy explains that there is a major Pokémon Battle Judge Training Institute on the island, and Ash and friends decide to take a look around. The institute's teacher, Professor Serena, enlists Ash and his friends to help teach some trainees by holding a mock battle. Meanwhile, TRT has managed to follow the group using their Magikarp submarine, and the trio plots to steal Jimmy's three Pokémon.

Ash and Brock face off in the institute mock battle with Jimmy judging, with Ash choosing his Swellow and Corphish and Brock using his Brock and Brock. After a few exchanges, Ash manages to back Lombre into a vulnerable position. As this is a battle to test the judges more than the Trainers, though, Brock has his Lombre play dead rather than reposition itself, meaning that it appears unable to battle. While Jimmy wonders if he should call the match, Ash orders Swellow to do an Aerial Ace attack. Lombre, however, springs back up at the last moment. Unfortunately for Brock, his sneak attack fails to knock out Swellow. Brock orders a double Water Gun against Swellow to finish the fight, but Ash orders Corphish to shield Swellow from the blow. Corphish initially buckles beneath the force of the attack, and Jimmy decides to call Corphish unable to battle. However, his amateur judgment is also premature and Corphish springs back up moments later. The teacher, Serena, scolds Jimmy quite forcefully. She goes on to say that he's still studying and will make mistakes sometimes, and this is the time to make mistakes. Also, whether right or wrong, a referee must appear confident.

After night falls, Jimmy sits outside with Pokémon, brooding over his mistakes earlier in the day. Ash and his friends go out to find Jimmy, Jimmy tells them his whole story, including how he got his three Pokémon. He tells them that Wartortle, who was a Squirtle, was his first partner Pokémon. He got Ivysaur by accidentally giving it a sandwich. Finally, he traded a golden Magikarp that he accidentally found to an old man for his Charmeleon. He also shows them his only Badge, a Cascade, and Ash tells him that he must be a pretty good Trainer to have beaten their friend and Gym Leader, Misty. Jimmy explains that this was given to him by Daisy for cleaning the Cerulean Gym's pool; Misty was away when he visited Cerulean City. Jimmy tells Ash that he has had a long streak of bad luck, and came to the judging academy by accident, adding that he ended up on Bomba Island after his moored boat drifted away from Lilycove's ports while he was asleep. Professor Serena appears, and encourages Jimmy to focus on using his heart.

Meanwhile, in the distance, a Team Rocket mecha drives up onto the beach, with the villainous trio determined to capture Jimmy's three Pokémon. The mecha that Team Rocket is using has three Poké Ball-shaped prisons, each of which steal and hold one of Jimmy's Pokémon. Jimmy gives chase. Somehow, Jimmy gets atop the mecha and tries to free his Pokémon with a sharp rock, but he is easily knocked off the mecha. Jimmy becomes disheartened, but Serena gives him a speech about his good heart, which renews his faith. He rushes towards the mecha, only to be punched by its claw. Determined to free itself, Wartortle evolves into Blastoise, and its increased size breaks open its containment chamber. The other two are also released by Blastoise using Hydro Pump. The three use a combination of Razor Leaf, Flamethrower, and Hydro Pump to send Team Rocket blasting off. Serena advises Jimmy that he should become a Trainer, not a judge. The next day, Jimmy takes his mentor's words to heart and prepares to sail back to Lilycove City to continue his journey. Ash and his friends hire a boat and get back on course to their next island of choice.

The instruction given to the new trainers has apparently taken the form of a battle between Ash and Brock.  Ash orders Swellow to do an Aerial Ace attack, which is an impressive display.  However, Brock has a few tricks up his sleeve, and this apparently involves his Pokémon playing dead. The end result is that Ash wins the battle. Brock, realizing that his Pokémon should have been flagged out, does this to test Jimmy's refereeing skills.  The trainer they're instructing, named Jimmy, seems to completely underestimate the Pokémon being used, and also appears to be rather indecisive.  His teacher scolds him quite forcefully at one point.  She went on to say that though he's still studying and will make mistakes sometimes, he can't be so indecisive about his calls. Whether right or wrong, a referee must appear confident.
Pokémon debuts
However, Jimmy does have three advanced Pokémon and he attracts the attention of the group while he's outside after nightfall, apparently brooding.  A discussion ensues and, in the distance, a rather obvious Team Rocket mecha drives up on the beach.  Jimmy tells the group that he traded a gold Magikarp for his Charmeleon.  He has a Cascade Badge, and Ash tells him that he must be a pretty good trainer.  Jimmy then explains that this was given to him by Daisy for cleaning the Gym and pool; the Gym Leader, Misty, was away when he visited Cerulean City. Jimmy's had a long streak of bad luck.  He states that the only reason he's on this island is because the dinghy he was sleeping in drifted away from shore and landed here.

The mecha that Team Rocket are using is interesting; it seems to be able to hold the captured Pokémon better than previous mechas. They swoop in and capture Jimmy's Pokémon (however, they didn't try for Pikachu), and he runs after them.  Somehow, he gets atop the mecha and tries to free his Pokémon with a sharp rock.  But he is easily knocked off the mecha.

* Smile replaces Full of Summer!! as the Japanese ending theme.
* A new title card is introduced in this episode, which shows both Ash's Badges and May's Ribbons. 4Kids does not start to use it until the next episode.
* This is the season finale of Pokémon: Advanced Challenge.
* The Poké Balls of TRT's mecha are similar to the Poké Balls from the Pokémon Adventures manga, which also have a transparent top half to view the Pokémon inside.
* During a flashback in this episode, Jimmy is given a Cascade by Daisy for cleaning the pool. This is the second time the Cerulean Gym is known to have surrendered a Badge without a fight. The first instance was when Ash challenges the Cerulean Gym himself in The Water Flowers of Cerulean City. Interestingly, Daisy's explanation in the animated series is somewhat suspicious: she herself is a qualified Cerulean Gym Leader, and she and her sisters did not surrender the Gym leadership to Misty until after they all left on a world tour.
* This episode is featured on Volume 5: Blastoise from VIZ Media's Pokémon All-Stars series.
* Type: Wild is used as background music when Ash and Brock have their battle.

Jimmy then decides to return to Minamon. Ash and company hire a boat and get back on course to their next city of choice (and gym badge, in Ash's case).
Errors
* At the beginning of the episode, Brock's collar is the same color as his skin. During his battle with Ash, his collar is the same color as his shirt. It should have been orange in both of these scenes.
* May's gloves disappear in a couple of scenes, leaving only white bands in one instance.
* When Max pulls Brock away for the first time, Brock says "Not the ear" despite being pulled away by the arm. This could be on instinct, however, since he was always being pulled by the ear by Misty.
* May's shirt is momentarily seen with long, red sleeves instead of short ones.
* In one shot during Jimmy's flashback of meeting Charmeleon, his bag is missing.
* When Serena meets Jimmy at night, Jimmy's sleeves are missing. This also happens when she tells him to not give up.
* When Ash asks Jimmy to tell them how he met Charmeleon, Pikachu's eyes are almost completely black.
* In one scene where May is supposed to be shown wearing the blue bike shorts, they disappear and she is wearing only her white miniskirt.
* After Jimmy is thrown from Team Rocket's mecha, he lands on the ground in front of the group. When the group is helping him up, there are suddenly two Jimmys: one still lying on the ground, and one sitting up.
* When Serena tells Jimmy to not give up, the visor on Ash's hat is colored black instead of red.
* When Wartortle starts evolving, the collar on Jimmy's shirt is colored green instead of black.
* Near the end of the episode, Charmeleon's white belly turns red.
* At the end of the episode, Brock's sleeve is given an orange lining.

The kids are running for the ferry to Lilycove and jump on the boat they see leaving only to discover it's actually a boat to Bomba Island.

Jimmy heads back to Lilycove to start his Pokémon journey over, while Ash and friends continue on to Mossdeep City.

Plot

Ash and his friends are running to catch the boat to Mossdeep Island, but in their haste, they get on the wrong boat which is headed for Bomba Island instead. Meanwhile, Team Rocket has managed to follow the group using their Magikarp submarine, and the trio plots to steal Jimmy's three Pokémon.

Ash and Brock face off in the institute mock battle with Jimmy judging, with Ash choosing his Swellow and Corphish and Brock using his Lombre and Mudkip.

He also shows them his only Badge, a Cascade Badge, and Ash tells him that he must be a pretty good Trainer to have beaten their friend and Gym Leader, Misty.
