Joltker seems to be based off a mix of a Jester and a Bolt of lightning.

Joltker's name is Wordplay on Joker. Its a combination of Jolt, which is a term for getting shocked and King a trickster or prankster. Its Japanese name is word play on スパー spark and キング king which ultimately forms スパーキング Sparking.

Misc.
back in the mids 2000 I noticed before many others that Torchic did not have an active flame as part of its anatomy like the other Starters. I added that bit to wikipedia but some idiot removed it and wanted me to source/reference something you can see as plain as day. Combusken Also has no active flame as a part of its anatomy.
