Anime character recycling

Character recycling is a term used for the Pokémon anime when a single visual design is used in multiple episodes for different characters. When character recycling occurs, the characters are generally identical in appearance, with only small cosmetic changes like hair color differing between episodes.
Examples
Pokémon League entrance exam instructor
The Pokémon League entrance exam instructor was featured in The Ultimate Test. An unnamed look-alike later appeared in You're a Star, Larvitar!.
Annie and Stephanie
Annie was featured in Wobbu-Palooza!. A look-alike by the name of Stephanie later appeared in Having a Wailord of a Time.
Delaney and Kent
Delaney was featured in Outrageous Fortunes. A look-alike by the name of Kent later appeared in A Cacturne for the Worse.
Bill and Dominick
Bill appeared in Mystery at the Lighthouse. An unnamed look-alike with brown hair later appeared at the end of Hoenn Alone. Another look-alike named Dominick later participated in the Ever Grande Conference in From Brags to Riches.
Cherry
Cherry appeared in The Psychic Sidekicks!. An unnamed look-alike later appeared in Staging a Heroes' Welcome!.
Temacu
Temacu was featured in The Heartbreak of Brock. An unnamed look-alike later appeared in Staging a Heroes' Welcome!.
Oscar and Andi
Oscar and Andi were featured in The Bicker the Better. Two unnamed look-alikes later appeared in Staging a Heroes' Welcome!.
Pietra
Pietra was featured in Right On, Rhydon. An unnamed look-alike later appeared in A Lean Mean Team Rocket Machine!.
Vitzo
Vitzo was featured in The Screen Actor's Guilt. An unnamed look-alike later appeared in Classroom Training!.
Alanna
Alanna was featured in A Poké-BLOCK Party. An unnamed look-alike later appeared in Opposites Interact!. Another unnamed look-alike later appeared in The Battle Club and Tepig's Choice!. Both look-alikes had different hair color than Alanna.
Janet
Janet was featured in All Things Bright and Beautifly. An unnamed look-alike later appeared in both Triple Leaders, Team Threats! and Dreams by the Yard Full!.
Erica
Erica was featured in Mean with Envy and Pacifidlog Jam. An unnamed look-alike later appeared in Triple Leaders, Team Threats!, Dreams by the Yard Full!, and Cilan Takes Flight!.
Jump
Jump was featured in Saved by the Beldum. An unnamed look-alike later appeared in The Lonely Deino!.
Otane
Otane appeared in Pokéblock, Stock, and Berry. An unnamed look-alike previously appeared in A Goldenrod Opportunity. Another unnamed look-alike previously appeared in The Art of Pokémon. Another unnamed look-alike later appeared in Beauties Battling for Pride and Prestige!.
Cynthia
Cynthia appeared in several episodes of the Diamond & Pearl series and Best Wishes series. An unnamed look-alike later appeared in I Choose You!.
Master fisherman, Pokémon Sled Jump Master, and Caddie Expert
A master fisherman appeared in Big Sky, Small Fry!. A Pokémon sled jump master appeared in Getting a Jump on the Competition!. A Caddie Expert appeared in SM110.
