Meanwhile, a {{mov|Zoroark|Zoroark|13}} rests in a massive airship, as a sleepy {{mov|Zorua|Zorua|13}} climbs out of her fur. Suddenly, the wall opens up, revealing the Legendary beasts. Behind them, [[Grings Kodai]] and his assistant, [[Rowena]], observe through a high up window from a separate room. Kodai tests Zoroark's power of {{a|Illusion|illusions}} by showing her holograms of the Legendary Pokémon and training her to create illusions of them and their moves. At the same time, Kodai activates an illusion canceler in his bracelet. Transformed as {{p|Raikou}}, Zoroark unleashes thunderclouds that penetrate through the walls, startling Rowena, despite her illusion canceler also being active. Kodai is impressed with Zoroark's illusions, and notes that they even show up on camera.  

Kodai's bodyguard and right-hand man, [[Goone]], announces that they will be arriving in Crown City soon. The holograms of the Legendary beasts are deactivated, and Zoroark transforms back to her true form. Zorua jumps out of Zoroark's fur and looks around. However, {{p|Ninjask}} is sent in and takes Zorua, while Zoroark is held in place by an excruciating red energy beam. Kodai threatens that Zorua will be harmed if Zoroark doesn't behave and obey him. Unbeknownst to Zoroark, Zorua manages to escape from Ninjask and get past one of Goone's {{p|Scizor}} by taking the same form as it, confusing it long enough for Zorua to hop over it and scurry into a small hole that none of Goone's other {{OBP|Pokémon|species}} can get through. Zorua then busts through a panel and falls out of the airship. During the fall, he finds a group of {{p|Hoppip}}, {{p|Skiploom}}, and {{p|Jumpluff}}, and grabs one of the Skiploom's blooms, taking the form of one in order to float safely towards the ground. Inside the airship, Goone confirms to Kodai that Zorua has escaped, but Kodai is not discouraged, as Goone still has Zorua's visual data. As the time approaches midnight, Kodai notes that he has one day to find the [[Time Ripple]] before it disappears. As if on queue, a Time Ripple opens in Crown City, and the [[Mythical Pokémon]] {{mov|Celebi|Celebi|13}} emerges right before midnight. The Time Ripple then fades.  

As Ash and Dawn follow Brock on a shortcut to Crown City, the group realizes that they are lost. Meanwhile, Zorua, still in the form of Skiploom, bumps into Team Rocket on their pedal-powered {{p|Yanmega}} [[Team Rocket's mechas|balloon]], as they head towards Crown City to steal the Legendary beasts. Zorua nearly knocks Team Rocket off the balloon, and itself falls and lands on a {{p|Vigoroth}}, angering it. After Zorua turns back into its true form and giggles, a group of angry Vigoroth attempt to pile on top of it. However, Zorua dodges and jumps away and starts running, only to realize it is heading towards a cliff. {{AP|Pikachu}} senses the commotion, and alerts Ash and his friends, who look up to see the Vigoroth closing in on Zorua, who is now at the edge of the cliff. They witness Zorua take the form of Vigoroth and then change back. As Zorua begins to slip, Ash and Dawn send out {{AP|Infernape}} and {{TP|Dawn|Mamoswine}}, and everyone scolds the Vigoroth for ganging up on Zorua, causing the Vigoroth to run off. Zorua insists that he didn't need any help, to which Ash and his friends begin to argue, before realizing that Zorua just [[Talking Pokémon|spoke using telepathy]]. Ash and his friends are amazed to meet such a strange new Pokémon. Zorua then states that it is going to Crown City to save its "Meema", Zoroark, and explains that she was captured trying to protect it. As they head towards the city, Zorua tells about how it and Zoroark were abducted from their home across the sea. {{TP|Dawn|Piplup}} and Pikachu convince Ash and his friends to help Zorua, who, after accepting the group as his new friends, leaves them stunned by turning into Ash. Pikachu then changes Zorua back by grabbing its still-visible tail, prompting Zorua to then change into Pikachu.

With Zorua gone, Kodai uses live video of a hologram of a scared Zorua to convince Zoroark to go out and create illusions of the Legendary beasts attacking Crown City. Goone then appears on the monitor to inform Kodai that he is dispatching remote camera drones to capture footage of Zoroark's illusions. That morning, Celebi flies around Crown City and greets all of the resident [[wild Pokémon]] while helping the local flowers bloom. While a woman named {{mov|Tammy|Tammy|13}} waters some flowers, and finishes watching Pokémon Baccer fan girl [[Peg]] perform her cheer, she witnesses Celebi as it flies by and causes the flowers she was watering to bloom. Tammy rushes to tell her friend {{mov|Joe|Joe|13}} that she saw the [[Mythical Pokémon]], which prompts the two of them to tearfully remember what happened to Crown City twenty years ago, just after Celebi had last visited, when the city's trees and flowers all died. They are overjoyed that the city is finally well enough for Celebi to begin visiting again. As the morning bell tolls, Team Rocket is woken up from on top of the tree that their balloon had crashed into, and they lament the interruption of their brief night's sleep. They then witness as Zoroark leaps down from a building to use {{m|Night Daze}}. Zoroark takes the form of {{p|Suicune}} to create floods, {{p|Entei}} to form a conflagration, and Raikou to unleash a thunderstorm. As this happens, Kodai manipulates the footage to make it seem as though Zoroark has taken control of the Legendary beasts and unleashed them on Crown City. In particular, he edits the video to depict damage to a statue and a bus stop. Meanwhile, the real Legendary beasts, serving as the {{mov|Legendary beasts|guardians of Crown City|13}}, sense that Crown City is in danger, and begin making their way to the city to defend it.

Almost everyone, except for Tammy and Joe, who have taken shelter in Tammy's flower shop, evacuates the old town in Crown City, and [[Officer Jenny]] announces that no one will be allowed back in until the situation is under control. Ash and his friends arrive, and after Jenny and Peg explain what they saw, Kodai's broadcast showing Zoroark in the city prompts Zorua to take the form of Brock and run off. As Zorua tries to explain that Kodai is the real villain, a journalist named [[Karl]] appears wanting to know more. Brock tries to suggest that Zorua is actually his crazy twin brother, but Karl isn't convinced and grabs Zorua's tail, causing Zorua to change back. Karl recognizes {{p|Zorua}} as the pre-evolved form of {{p|Zoroark}}, and is amazed that it can talk. As Kodai and Rowena spot Celebi with their remote camera drones, Kodai suddenly has a {{wp|precognition|vision}} of the Time Ripple and a nearby countdown clock, of Ash, his friends, Karl, and Rowena trying to stop him, and of himself absorbing the power of the Time Ripple. Kodai is worried, as his ability to see the future has become clouded. Karl decides to help Ash and his friends bring Zorua to Zoroark through the underground sewers leading back to the old part of the city. In the sewers, Karl has his {{p|Bronzor}} use {{m|Flash}} to light the way. As they move through the sewers, Karl explains that Grings Kodai has been called "the man who can see into the future" due to his string of business successes, including having acquired control over the mainstream media.

Zoroark finds herself surrounded by the Legendary beasts and uses her illusions to trap them in clusters of crystals. Karl and the others arrive and Rowena reveals the illusions with her canceler. Joe scolds Zoroark and Tammy shouts that the Legendary Pokémon have merely made a mistake. Joe's Mightyena then destroys the illusions. Mightyena, Tangrowth, and the wild Pokémon of Crown City put themselves between Zoroark and the Legendary beasts. Meanwhile, Ash and his friends emerge from the sewers near the stadium before spotting Kodai and Goone. Ash continues to the stadium with Celebi and Bronzor, while Dawn sends out Mamoswine and Brock sends out Croagunk and {{TP|Brock|Sudowoodo}}. Goone is ordered to deal with Brock and Dawn, while Kodai heads for the stadium. As Kodai approaches from behind, Ash tells Pikachu to use Thunderbolt while Kodai has Mismagius block it with {{m|Psywave}}. Ash then sends Celebi to fly to the Time Ripple with Bronzor as Kodai pursues them into the stadium.  

As Kodai regains consciousness, he awakens to witness his confession being broadcast all over the news and finds himself surrounded by the entire town, including Officer Jenny waiting to arrest him for his crimes. Later, Zoroark and Zorua board a ship heading back to their home with Karl and Rowena. Before they depart, Zorua mischievously takes on the form of Ash before being turned back to his original form when Rowena grabs his tail. Zoroark is likewise in the form of Pikachu before transforming back to her true form after her child is revealed. As the ship sets sail, Ash yells out a promise to Zorua that they will come visit Zorua and Zoroark in their region next.

* In the original version, the password to Kodai's secret files was "[[Time Ripple]]". In the English dub it is "V-I-S-I-O-N". This is likely due to "Time Ripple" having six characters in Japanese kana but 11 letters in English.
