Route 104

Route 104 connects Petalburg City and Rustboro City. Since you can't surf south from the beach yet, you have no choice but to head north through the Petalburg Woods.
Mr. Briney, a famous old sea captain, also lives here.

Petalburg Woods

Deep in the woods, you find a Devon Corporation researcher hunting for a Shroomish when a thug from Team Magma(Ruby) or Team Aqua (Sapphire) assaults him. Beat up the grunt in battle, and he'll run off, swearing revenge. The guy will give you a Great Ball as thanks, and rushes off to Rustboro City after realizing what is going on. Hike out of the woods, and you'll be on the north side of Route 104. Talk to the guy near the forest exit to get TM09 (Bullet Seed), and stop in the Pretty Petal Flower Shop to learn about all the different kinds of Berries. One of the women inside will give you the Wailmer Pail so you can tend to your Berry trees.

Rustboro City is the first big city you'll visit. Stop inside the Cutter's house next to the Poké Center, and he'll give you HM01 (Cut), though you'll need this city's Gym Badge to use it outside of battle. Pay a visit to the Pokémon Trainer's School, near the fountain, to brush up on the basics. The Devon Corporation in the northwest is well-known throughout the region for their research that eases the interactions between people and Pokémon. The Rustboro Gym plays an important role in the city's identity as well, so stop by to fight for your first Gym Badge!

The Rustboro Gym specializes in the Rock-type, so Grass- Fighting- and Water-types will have the easiest time here.

After defeating her, Roxanne awards you with the Stone Badge, which gives your team a slight Attack boost, and allows you to use Cut outside of battle. She'll also give you TM39 (Rock Tomb).

When you leave the Gym, head west towards the Devon Corporation building, and you'll see a robbery in progress. Follow the Team Magma/Aqua grunt and that same Devon employee to the north, and the researcher will ask you to recover the stolen Devon Goods. You can't get very far through Route 115 to the north yet, so focus on finding the thug instead. The thief fled down Route 116 to the east.

Make your way through Route 116, and you'll soon find the west entrance to Rusturf Tunnel, which links Rustboro in the west with Verdanturf Town in the east. Talk to Mr. Briney at the tunnel entrance; it seems that the thief has added kidnapping to his list of charges. Too bad for him, though - the tunnel project was canceled, so the tunnel is a dead-end!

Later...

Return to the Rusturf Tunnel entrance after delivering the goods, and you'll find the same Devon employee you helped earlier. He will reward you with a Repeat Ball, and announces that specialized Poké Balls that the Devon Corporation developed are now available for purchase at the Poké Mart. These special Poké Balls can only be purchased in Rustboro City, Verdanturf Town and Mossdeep City.

The tunnel is fairly small, so you'll see the criminal with Mr. Briney's Wingull as soon as you enter. When you beat the thief, he'll hand over the Devon Goods.
Mr. Briney rushes in to check on his Peeko, and they leave for his cottage near the Petalburg Woods. Take the stolen equipment back to the Devon researcher near the city limits, and he gives you a Great Ball as thanks before taking you inside the Devon Corporation building.

Before you know it, you're on the third floor of the Devon building, the president's office. The researcher asks you to deliver the Devon Goods to the shipyard in Slateport City, before stepping aside so that the president can speak with you.

Mr Stone, President of Devon Corporation, thanks you for helping his staff member, and asks you to stop off in Dewford Town to deliver a letter to his son, Steven. He doesn't expect you to work for free, of course, so he gives you a Shiny new Pokémon Navigator, or PokéNav. Among other things, an important function is a full map of the Hoenn region, which means you won't have any problem finding Dewford or Slateport!

On your way out, take note of the group of scientists on the second floor - one of them is developing a device that can resurrect Pokémon from Fossils.

Your next stop is Dewford, a lonely island town south of the main landmass. You can't Surf yet, so track down Mr Briney in his cottage south of the Petalburg Woods and see if he'll sail you there. On your way back through the woods, you can cut down the small trees near the northern exit and follow the trail east to find a girl who will give you the Miracle Seed, which enhances Grass-type attacks.
