Let me give you a hypothetical analogy. Suppose that, during Gen III, an event occurred for FRLG, where you got a Voltorb that knows Volt Tackle. Would that make Volt Tackle a Voltorb signature move? I mean, it has "Volt" in it, and only Voltorb would have it. I'd argue that, until the move is part of a pokemon's available moveset without an event, it cannot be a signature move. :::::In your hypothetical situation, I would argue that Volt Tackle would be Voltorb's signature move until another Pokémon could learn the move, with events always being ignored if there is another way for a Pokémon to learn it.
