The Bike Voucher was mentioned in Wake Up—You're Snorlax, where Red was revealed to have received one from the Pokémon Fan Club Chairman and exchanged it for a bike off-panel.

In Pokémon Power (issue 2, page 3), it is said that multiple Bike Vouchers have been distributed, and that each one can be exchanged specifically for a '98 model bike, since the Bike Shop is making room for new models.
