It seems those quotes refer to her wanting to make Terastallizing possible in other regions, perhaps such as Unova, so that she can Terastallize Pokémon at the Blueberry Academy. As for Carmine, she repeatedly vocalizes her distrust of outsiders, but I don't recall her using the term "region" specifically.
