The Starter Deck (Japanese: 第1弾スターターパック Series 1 Starter Pack) is a Japanese-exclusive introductory deck that was released alongside the first Expansion Pack of the Pokémon Trading Card Game.

*1 random holographic rare card
Information
*1 random rare card
This deck is unusual as it contains a random assortment of cards, whereas regular decks contain the same pre-selected cards. This trend has been used in Japan with every first expansion in a new Generation and during transitional eras. Exceptions to this include Generation III, where it was implemented in part via alongside Flight of Legends; and Generation V, where it was not implemented at all.
*8 random uncommon cards
*20 random common cards
*30 Basic Energy cards:
**5 Grass Energy
**5 Fire Energy
**5 Water Energy
**5 Lightning Energy
**5 Psychic Energy
**5 Fighting Energy

This deck is similar to English releases such as the 2 Player Starter Set and 2 Player CD-Rom Starter Set, designed to introduce players to the TCG.

*This deck is unusual as the cards for each rarity are completely random, unlike English decks which all contain the same pre-selected cards. This trend has been used in Japan with every first Expansion in a new Generation, with the exception of Generation III where the idea was used in Half Decks in the sixth Expansion.
Like others, the Starter Deck also includes a rulebook, damage counters, a custom coin, and card list.
