It turns out that, whereas most Z-Moves (and even regular moves) have a regular critical hit ratio of 1, this particular Z-Move has a rate of 2, which is extremely rare among the available moves. That's what it sounds like you're saying, and if so, simply saying "increased" should suffice, like on every other one of those pages.
