In Japan, this card is part of Series 1 from the Vending Machine card collection. The English version of the card was available as a Promotional card through the Pokémon League in August 2002.
In Japan, twenty copies of this card were first given to Keita Takahashi, one of the overall winners of the Illustration contests. It was subsequently available on sheet sixteen of Expansion Sheet 1. There appears to be no discernible difference between the two prints; both are glossy and have a rarity symbol. It was reprinted as a non-glossy card in the Red Deck of the Quick Starter Gift Set. It was released in English as a Wizards Black Star Promos and was available through the Pokémon League in August 2002, with English-exclusive artwork. Wizards of the Coast also ran an illustration competition for the English version of the card, the chosen image being the work of Craig Turvey. All Japanese prints use the Original Series layout, whereas the English print uses the Neo Series layout.

Trivia
Trivia
* The card’s Japanese illustrator; Keita Takahashi, was one of those chosen to have their artwork featured on a card as part of the CoroCoro illustration competition in late 1997. Wizards of the Coast also ran an illustration competition for the English version of the card, the chosen image being the work of Craig Turvey.
The Quick Starter Gift Set print has additional text next to the illustrator name that reads: "CoroCoro Comic Illust Contest winning card".

The illustrator of the American variant, Craig Turvey, spoke about his time creating the card in a 2023 interview with MATOBA DESIGN.
