Not really. That's saying that all the 'ships where the girls have shown feelings for Brock are canon, or all Brock 'ships where he admitted his adorations are one-sided canon, when nothing was built upon them. Brock made no secret of liking Lucy; that's his typical one-sided fact. Lucy's harder to judge, as we don't know if she was attracted to him much in the same way he was attracted to her (prefered qualities: Brock likes the breast'd ones, Lucy likes the squinty ones) or if her feelings were just as fleeting.
