EX Power Keepers (Japanese: World Champions Pack) is the name given to an Expansion of cards and Theme Decks for the Pokémon Trading Card Game. Previously released only in English and European languages, it was subsequently released in Japanese to give native players the chance to use cards from the set in Worlds 2007. It was also the last Expansion to feature the "EX" prefix and the last Generation III set.

EX Power Keepers is the name given to the sixteenth and final main expansion of the EX Series of the Pokémon Trading Card Game. In Japan, it was released as World Champions Pack, the tenth and final expansion from the PCG era and is unique in that it was released during the DP era. It is based on Emerald, featuring Generation III Pokémon and the Hoenn region Elite Four. The English expansion was released on February 14, 2007, while the Japanese special set was released on July 5, 2007.
*34th Japanese release

Release dates
In Japan, the set was first available in first edition through the Pokémon Card Game website and at Summer Battle Road 2007. It was intended for Japanese players so they would not be at a disadvantage at the 2007 World Championships. That is why it came out after two DP expansions had been released. Japanese players could order their packs online from June 15 until July 1. Packs were released from July 5 onward to those who had ordered them. Each pack contained fifteen cards.

*5th July 2007 - Japanese Expansion

Prereleases were held on the weekends of 3rd/4th and 10th/11th February 2007.
EX Power Keepers was the final expansion to feature the set logo on the bottom right corner of the artwork of Reverse Holofoil cards. Only the Reverse Holofoil versions of the Rare Holo cards had the gold foil name and HP text.

*EX Power Keepers is loosely based around the Hoenn Elite Four; Sidney, Phoebe, Glacia and Drake. They each have their own Stadium Card, and the Pokémon ex featured in the set are all Pokémon owned by them in the games. Some Pokémon in the set have attacks that are enhanced when a particular Elite Four Stadium card is in play.

*EX Power Keepers was conceived to “fill the gap” between EX Dragon Frontiers and Diamond & Pearl, due to Nintendo’s continuing trend of releasing Expansion sets in time with related games.

*With no Japanese set at the time to correlate with EX Power Keepers, Nintendo created many new cards, making this set the first since Team Rocket to use original cards created outside of Japan. As a result, many cards feature artwork by Ken Sugimori (as his Pokémon character images are used widely in other media and are readily available) plus background images edited with filter effects from various sources.

*Several cards in the set are reprints from older sets with new artwork, bringing back old favorites to once again see tournament play. These cards include: -

**Wobbuffet (reprint from EX Sandstorm)

**Machamp (reprint from EX Hidden Legends)
**Lanturn (reprint from EX Hidden Legends)
**Ninetales (reprint from EX Hidden Legends)
*In Japan, the set was available only through the Pokémon Card Game website, in a similar fashion to the distribution of the Pokémon Web Expansion. Released under the name of World Champions Pack, it was intended for Japanese players only so they would not be at a disadvantage at Worlds 2007.
*Japanese players could order their packs online from 15th June 2007 until 1st July 2007, a rather limited window of opportunity. Packs were released from 5th July onwards to those who had ordered them.
*Each pack contained 15 cards as opposed to 10.
*There are no Half Decks to correlate with the Japanese release.
*The elusive Eeveelutions make their English debut in this set, previously only available as Japanese PLAY Promotional cards. To the disappointment of players and collectors, only Flareon, Jolteon and Vaporeon were released, but Espeon and Umbreon later appeared in POP Series 5, albeit in non-holographic forms.
*At the time of its release, EX Power Keepers finally brought the number of sets released in English and in Japanese equal once again, but with its Japanese release the sequence has been thrown out of balance.
*Despite already being available as PLAY Promotional cards in the past, the Japanese set still includes the Eeveelutions , allowing players not in the Players Club or those who did not gain enough EXP Points for these cards a chance of obtaining them again.
*This is the first time an entire English-exclusive Expansion has been translated into Japanese. Previously, only single cards had been translated from English into Japanese, such as Dark Raichu from the Team Rocket Expansion and several cards from EX Sandstorm.
*The reverse-holographic design for this set is a plain holographic foil with the EX Power Keepers set logo. Reverse-holographic versions of holographic rares have foil name text, HP text and rarity symbol.
*EX Power Keepers does not include a secret box-topper card.
*The Prerelease card for this set is Cacturne.

The EX Power Keepers set is released in English, German, and French, with cards also available as Reverse Holofoils. The World Champions Pack is only released in Japanese, in both 1st and unlimited edition.

The unlimited World Champions Pack is one of the rarest Japanese booster packs. It was created as a reprint and was only available for sale during Spring Battle Road 2008. Information about the release of the unlimited World Champions Pack is extremely hard to find. An archived page of the official Pokémon TCG website mentions the end of a limited sale on May 16, 2008 which would coincide with Spring Battle Road 2008. Some Japanese websites mention a sale of World Champions Packs during Spring Battle Road 2008. It is believed that the unlimited World Champions Packs were only available for sale for the competitors. Unfortunately Battle Road Spring 2008 was cancelled due to bomb threats so three out of the five event venues were cancelled . This explains the rarity of the unlimited World Champions Pack, making it one of the rarest Japanese sets. It is only overshadowed by the unlimited edition Japanese cards of the Base Expansion Pack set, of which some cards were given through lotteries. Unlimited World Champions Pack cards are thus extremely rare which make some of them, like the Gold Stars; very expensive.

Information

EX Power Keepers is the name given to the sixteenth and final main expansion of the EX Series of the Pokémon Trading Card Game. In Japan, it was released as World Champions Pack, the tenth and final expansion from the PCG era[1][2][3] and is unique in that it was released during the DP era. It is based on Pokémon Emerald, featuring Generation III Pokémon and the Hoenn region Elite Four. The English expansion was released on February 14, 2007, while the Japanese special set was released on July 5, 2007.

In Japan, the set was first available in first edition through the Pokémon Card Game website and at Summer Battle Road 2007[4].

EX Power Keepers was the final expansion to feature the set logo on the bottom right corner of the artwork of Reverse Holofoil cards. Only the Reverse Holofoil versions of the Rare Holo cards had the gold foil name and HP text.

An archived page of the official Pokémon TCG website mentions the end of a limited sale on May 16, 2008[5] which would coincide with Spring Battle Road 2008. Some Japanese websites mention a sale of World Champions Packs during Spring Battle Road 2008[6][7]. It is believed that the unlimited World Champions Packs were only available for sale for the competitors. Unfortunately Battle Road Spring 2008 was cancelled due to bomb threats so three out of the five event venues were cancelled [8].
