::From personal experience I have run away from Shiny Pokémon in Generation II and I checked places like gamefaqs, older youtube videos about shiny hunting in generation II, and reddit as well and read a lot of people running away from Shiny Pokémon and only a handful of cases where people were not able to run away from Shinies at all. That said, there are also a handful of Pokémon one can encounter in Generation II that have a 10% chance (Magnemite, Grimer, Tangela, Mr. Mime, Dratini, Dragonair, Unown, Snubbul, Heracross) and 50% chance (Cubone, Quagsire, Teddiursa, Delibird, Phanpy) of running away even if they are Shiny.
