This card and its effect are based on the Moon Stone, an item in the games which is used to evolve Skitty, Clefairy, Jigglypuff, Nidorino, and Nidorina. The fact that it searches for a Colorless Evolution card is likely related to the fact that three of the Pokémon that evolve by way of the Moon Stone in the games are Normals, and in the TCG, Colorless-type.
The Moon Stone is an Evolution stone in the Pokémon games that allows certain species of Pokémon to evolve. Of the four Generation I Pokémon capable of evolving from exposure to the Moon Stone, two are represented in the Original Series by the Colorless type: Clefairy and Jigglypuff, hence the likely reasoning behind the card's effect.

Trivia

This card and Fossil Excavation are the only Trainer cards from all three Expansion Sheet series not to have a rarity.

Origin

The Moon Stone is an Evolution stone in the Pokémon games that allows certain species of Pokémon to evolve. Of the four Generation I Pokémon capable of evolving from exposure to the Moon Stone, two are represented in the Original Series by the Colorless type: Clefairy and Jigglypuff, hence the likely reasoning behind the card's effect.
