You will arrive in Sootopolis City. Watch the cut-scene of Groudon and Kyogre. Surf over and talk to Steven. He will then take you to the Cave of Origin. Talk to the guy at the end and choose Sky Pillar when he asks you a question. Now go to the Sky Pillar by surfing the Route 126 to Route 131.
