I think comparing Sword and Shield situation, and even BDSP and PLA by consequence, to Ruby/Sapphire is not correct. It's true many Pokémon were not obtainable when RS came out, but they were compatible and totally obtainable via trade (that there was no other game to trade with is a different situation). That said, probably Let's Go were technically the first main games not to introduce every pre-existing Pokémon. The Pokémon Company officially calls this generation the "eighth generation".
