:Still doesn't sound explicit to me. It could simply be referring to which Legendary you meet early in the game, the other one could end up being available in the post-game or something. I know it's unlikely but it's still possible. Plus who knows if Cyclizar might be able to evolve into the opposite Legendary under special circumstances.
