: Ultimately i think this is where the confusion lies. Personally, what i think happened is that Shudo ''did'' come up with the idea or rough concepts for Lugia, but then the design itself was handled by someone else (most likely at Game Freak), and then the name was decided at a company vote. Of course, using DeepL is different from having an actual human translator, so i might be wrong here, but yeah.
