They are brothers in Generations I and III and sisters in Generation VII. The siblings are encountered during the Rocket invasion of Silph Co. Depending on the game, each sibling declares themself as one of the four Rocket Brothers or Rocket Sisters before battling. When defeated, the Grunt warns the {{player}} that his siblings will avenge them, even if all the other siblings are defeated. Defeating all four Rocket Brothers or Sisters (or not defeating them, or else only defeating some) has no bearing whatsoever on the storyline.
