:The game does mention that there are special effects when the move rank increases to a maximum, however I can't confirm any specific effects of it myself. I have had a look at this previously, and according to sites like [http://www.gamefaqs.com/boards/654723-pokemon-conquest/63856314] (comments #4 and #9), lots of people are saying that negative effects are removed (e.g. no stat drops for Leaf Storm, don't get lowered Range with Outrage, don't need to rest after Rock Wrecker) and positive effects might have an increased chance, however I haven't tried it myself since it's too much effort to reach 100%. I have reached max rank only once with Flamethrower, but it doesn't have any negative effects itself that could be removed, and it was hard to tell whether there was an increased burn chance since he was KO-ing everything at a high link.
