:It is better not to add it because a. This is a comparison between the original games and the remakes and b. HeartGold and SoulSilver are separate games where the Orbs were only added to make them appear in the Embedded Tower and the subject matter is too minor for it to be considered notable to present. ::In RSE, it's not strictly clear that the Blue/Red Orb really controls Groudon/Kyogre (respectively) or is really and truly meant to. Plainly, the Orb Maxie/Archie chose ''doesn't'' control Groudon/Kyogre. It's kind of arguable whether they just chose the wrong Orb (the thing that might support this is that the Red/Blue Orb does affect Groudon/Kyogre when the player encounters it), or if the Orbs never really had that power per se, or what.
::But you don't really need to answer that question or even entertain it, HGSS still doesn't necessarily change anything. Like I said, in RSE, the Red/Blue Orb ''does'' have an affect on Groudon/Kyogre, and (AFAIK) HGSS never says that the Red/Blue Orb "controls" Groudon/Kyogre: so no contradiction. (For that matter, ''ORAS'' doesn't actually even say (AFAIK) that the Orbs control Groudon/Kyogre; it says they awaken one's full power and quell the other's.) In fact, in RSE the Red/Blue Orb is apparently the one you "need" for that encounter, so I think it actually makes great sense that having the Red/Blue Orb in HGSS gives you Groudon/Kyogre.
