We don't know who's behind it or why—we barely have silhouettes of the scientists—but Unova's Mewtwo was treated even worse than Team Rocket's. Its personality is also notably different. How is this possible? Artistic liberty. The directors and writers wanted a new Mewtwo, so they made one up.
