Since RNG was put up on the page when it was a fairly new topic, there's been a few talk discussions about why it isn't. Since none of them are recent enough to qualify removal; having it in the article without substantiation and outright calling it 'cheating' is not the proper thing to do. I know it's pretty controversial - but it's manipulation, not cheating. Like analyzing ocean currents to determine the quickest route of travel, RNG abuse does not actively tamper with the game; only normal user input advances the RNG along to a desirable state. No need to have anything interface with the game either. Nintendo/GF has no problem with it (at competitions), they didn't make it impossible (they actually made each successive game has become easier to RNG on), and any RNG'd pokemon is 100% valid data generated by the game like any other random thing you encounter.
Lots of people say "RNG is cheating" only because "bulbapedia says so!!"; similar to how we had to prove Serebii's 'confirmed' Shiny Zekrom/Reshiram false, having unsubstantiated text isn't the way to go. Do a Google search to see the various arguments around the net... the consensus is pretty clear. Uninformed plebs say RNG is cheating; those who actually know what RNG abuse is and how it works say it isn't. It's just manipulation.
