(Which isn't to say anyone should assume it is; if you don't know, check it somehow before changing whatever data.) ::From what I can tell, Surskit naturally swarm in R/S but the swarm can be transferred to Emerald via record mixing. The game-exclusive Pokémon page only lists the Emerald part because that's the only part relevant to that article; that got transferred to the Pokémon location page. The Pokémon that appear in outbreaks in Gen III appear to have fixed moves. Most notably, Seedot and Nuzleaf has particularly special moves.
As [[#Ruby Outbreak|mentioned above]] and on the [[:de:Gesichtete Pokémon|German wiki]], outbreak Seedot have the moves {{m|Solar Beam}}, {{m|Giga Drain}}, {{m|Leech Seed}} and {{m|Frustration}} (unfortunately, the video linked in the comment on this talk page is no longer available). Currently, the article only notes Leech Seed for Seedot, but it does also mention that outbreak Nuzleaf have Leech Seed too.
Additionally, as seen in [https://youtu.be/3uaklSgKNwE?t=8m39s this video], the level 15 outbreak Skitty found in RS only know {{m|Growl}} and {{m|Tackle}} (when they would normally know {{m|Tail Whip}}, {{m|Attract}}, {{m|Sing}}, and {{m|DoubleSlap}} at that level). On the other hand, as seen [https://youtu.be/ZThMKBBcGws?t=8m19s here], level 8 outbreak Skitty found in Emerald know {{m|Growl}}, {{m|Tackle}}, {{m|Tail Whip}}, and {{m|Attract}}, as would be expected for their level.
