Mr. Hyper is the character in Pokémon Sun and Moon that conducts Hyper Training, which maximizes one or more of a Pokémon's IVs. This process is done "through intensive training".

The Hyper Training shopfront

Mr. Hyper can be found in the Hau'oli City shopping mall on Melemele Island once the player has become the Champion of the Pokémon League, and his shop is to the left of the . He will accept Bottle Caps as currency. Once given a Bottle Cap, he will allow you to select a Pokemon for Hyper Training, and this Pokémon must be level 100, and must not have perfect IVs in every stat. Once you select a Pokémon, he will allow you to select a stat to maximize the IV for. If a Pokémon's IV is already at 31, that IV will not be able to be selected. If he is given a Gold Bottle Cap, then he will maximize all of a Pokémon's IVs.

Mr. Hyper isn't able to change the type of Hidden Power (move), because Hyper Training doesn't actually increase a Pokémon's IV's. Instead, Hyper Training sets a modifier that tells the game to treat that stat as if it had an IV of 31. Also, when breeding, the Hyper Trained Pokémon will breed down it's original IVs that it had when it was generated. When checked in the Judge program, a Hyper Trained IV will be judged as "Hyper trained!" rather than "Best".
