The Kanto Pokémon Association (Kanto Pokémon Federation in Generation II) is an affiliation of three Bikers on 8, found only in the Generation II games and their Generation IV remakes. The Kanto Pokémon Federation (Japanese: カントー ポケモン れんごう Kanto Pokémon Federation) is a group of Trainers from Kanto.

A similar gang called the Kanto Rider Federation is found terrorizing Three Island in FireRed and LeafGreen.
In the games
Generation II
The Kanto Pokémon Federation first appears in Gold as an affiliation of three Bikers on 8. The Underground Path on their route was shut down by the police after they (presumably) wrecked it. Their overworld sprites differ by color: Dwayne's is red, Harris's is green and Zeke's is blue.

Generation IV
Generation III
In FireRed and LeafGreen, the group is known as Kanto Rider Federation (Japanese: カントーれんごう Kanto Federation). They are formed by nine members, here called Goons, who are found trying to take over Three Island, terrorizing its citizens. To fight them, the player must first go to Joyful Game Corner, where one of the members will show up looking for his teammates.

Generation IV
The Kanto Pokémon Federation is present in HeartGold and SoulSilver and plays the same role from Generation II, but using Pokémon in higher levels and rewarding lower prizes. Their overworld sprites don't differ anymore.

In the Pokémon Adventures manga
The Kanto Federation appears in The Boss Gets Off. Having arrived in Three Island, they were attempting to vandalize Berry Forest. On their way, they found Lostelle, who was looking for her Dunsparce, and threatened the little girl, grabbing her in the air. To stop them, Deoxys appeared and smashed the group and their motorbikes. Their boss then heard someone stepping by and asked for help, but Giovanni scorned him instead.
Trivia
In the Generation III games, two Bikers were included in 8. They don't seem to be related to the Kanto Pokémon Federation, however.
