Emerging Powers was created to bridge the gap caused by the Japanese {{TCG|Black & White Collection}}s and {{TCG|Red Collection}}. These sets were released almost seven months apart from each other in Japan, and as English sets are normally released every three months, cards were withheld from the {{TCG|Beginning Set}}, {{TCG|Black Collection}}, and {{TCG|White Collection}}, and were brought together with the {{TCG|Battle Strength Decks}} and various {{TCG|BW-P Promotional cards}} in order to make a set of suitable size for an English release.
