I was just wondering when a character section was appropriate for an anime character. I remember it wasn't a thing for characters of the day, but was for repeat and key characters like Gym Leaders. I'd noticed these had been removed on a number of pages like [[Malva]] and others. :I believe the character sections are only for anime character pages. If they don't have their own anime page, they don't get one, and if they have one, the character info goes there instead. Since Malva doesn't have an anime page, she doesn't get one.
