It has been brought to my attention that Lugia is listed as having Psycho Boost as a signature move. What is the reasoning behind this? As far as I understand, Lugia cannot obtain Psycho Boost in gen VIII nor is Psycho Boost even usable. Was there any specific reasoning that this has happened?
