She is the eighth and final Gym Leader to be met in the [[Johto]] [[region]], and defeating her will allow {{pkmn|Trainer}}s to advance to [[Indigo Plateau]]. Known as "The Blessed User of Dragon Pokémon", Clair is descended from a long line of Dragon-type Trainers including her cousin, [[Elite Four]] member [[Lance]], and the {{OBP|master|Dragon Tamer clan}} of Blackthorn's Dragon Tamer clan.

As [[Ash Ketchum]] and company near [[Blackthorn City]], they discover a {{p|Dratini}} and a {{p|Gyarados}} in a river. They discover that both Pokémon belong to Clair, who is following the Dratini down the river as it prepares to shed its skin. [[Team Rocket]] snatches the Dratini, however, and Clair gives chase, demonstrating her highly acrobatic abilities. Dratini escapes, and Ash fights to protect it. During the ensuing battle, however, an electric shock is headed straight for Dratini, but Clair jumps in front of it to absorb the shock. Dratini witnesses its trainer's devotion, and [[evolve]]s into a {{p|Dragonair}} in order to put a stop to Team Rocket. Later, Clair is finally able to perform an important ritual to purify the legendary {{i|Dragon Fang}}. Clair then goes on to accept Ash's challenge for a [[Badge#Rising Badge|Rising Badge]].
Clair is confident of her abilities as a Trainer, and speaks of herself as "the world's best dragon master". She can hold her own against the [[Elite Four]]: her only known loss is against Lance, now the Champion. Ash has the first strike, but the battle is cut short when Team Rocket steals the Dragon Fang. Ash, Clair and Team Rocket all end up in the [[Dragon Holy Land]], where Team Rocket trick a {{p|Dragonite}} into helping them. Luckily, [[Liza (Johto)|Liza]] and [[Ash's Charizard]] arrive to help save the day. Ash's Charizard then helps him earn him his final [[Johto League]] badge.


Although Clair does mention [[Lance]] in the anime, he is not her cousin like in the games; instead, she recalls that he trained under her at the [[Gym#Blackthorn Gym|Blackthorn Gym]] before he joined the [[Elite Four]].
The player's rival, {{ga|Silver}}, takes to training in the Dragon's Den once the Elite Four have been defeated by the player. In this way, he is said to act as Clair did when she was young herself. In HeartGold and SoulSilver, once Silver has been beaten at [[Mt. Moon]], Clair will appear in the Dragon's Den and team up with her cousin to face the player and Silver in a [[Multi Battle]]. She initially tries to partner up with Silver after he challenges Lance (who asks the player to be his partner), but Silver insults her outfit and asks the player to partner with him instead. As Ash and his friends neared Blackthorn City, they discovered a {{p|Dratini}} and a {{p|Gyarados}} in a river. They discovered that both Pokémon belonged to Clair, who was following the Dratini down the river as it prepared to shed its skin. {{TRT}} snatched the Dratini, however, and Clair gave chase. Dratini escaped, and Ash fought to protect it. During the ensuing {{pkmn|battle}}, however, an electric shock was headed straight for Dratini, but Clair jumped in front of it to absorb the shock. Dratini witnessed its {{pkmn|Trainer}}'s devotion, and [[Evolution|evolved]] into a {{TP|Clair|Dragonair}} in order to put a stop to Team Rocket. Later, Clair was finally able to perform an important ritual to purify the legendary [[Dragon Fang]] at Riverhead Falls. Afterwards, Clair went on to accept Ash's challenge for a {{Badge|Rising}}.

While there, she bumped into Ash and met {{an|Iris}}, {{an|Cilan}}, and [[Alexa]]. She revealed that she {{pkmn2|caught}} the Dragonite from the Dragon Holy Land, which later had a fight with [[Iris's Dragonite]] after the latter crushed a flower. The Druddigon she was searching for went on a rampage on the island, but she was able to calm it down before it joined her team. Clair decided that she would next visit Iris's hometown, the [[Village of Dragons]], before meeting with fellow Dragon specialist and the [[Opelucid City]] [[Gym Leader]], [[Drayden]]. Before Ash and his friends left for the next island, Clair and Iris agreed to battle each other the next time they met.

Clair debuts in ''[[PS123|Debonaire Dragonair]]'', where she expresses her disappointment at the lack of capable {{pkmn|Trainer}}s wishing to battle her. She heads off to Dragon's Den to train with the Pokémon inside, only to find them in awe of the Legendary Pokémon {{p|Suicune}}. Suicune challenges Clair to battle and manages to defeat her. After it leaves, the [[Master (Dragon Tamer clan)|Dragon Clan Elder]] explains that Suicune appears to Trainers it deems worthy and challenges them to battle. Clair deduces from this that Suicune must be battling the Gym Leaders to see which one is worthy enough to be its Trainer.

At the [[Indigo Plateau]], Clair arrives with her fellow Johto Gym Leaders to take place exhibition tournament for the Pokémon League against the Kanto Gym Leaders. The fight takes them to the [[Magnet Train]], which is used as a diversion to get the Gym Leaders away from the stadium.

Clair was one of the first of the Gym Leaders to face {{p|Suicune}}. Despite her efforts, she was outclassed by its tactics, and lost rather quickly, due to Suicune's use of Mist to create a reflection or illusion of itself.


Later, at the Gym Leaders Challenge, she was to face off against [[Blaine]]. This was an important matter for her, because as [[Lance]]'s cousin, she thought that Blaine would know what become of Lance after Blaine and Lance's battle at [[Cerise Island]] the year before.

Clair appears in ''[[PM103|The Ultimate Battle...?!]]'', where she was hiding inside a giant Poké Ball from the [[PM102|previous chapter]] when {{OBP|Red|Pocket Monsters}} and {{OBP|Green|Pocket Monsters}} caused a rock slide in the [[Dragon's Den]]. Green was interested in Clair and wanted to go out on a date with her. However, she pretended to agree and Green went with her to the [[Blackthorn Gym]]. Red followed along and found Green and his {{TP|Green|Charizard}} brutally beaten by her.

Seeing this made Red's Pokémon scared and ran off. Red managed to get them back. When Red managed to get them back, Clair revealed herself to be a Gym Leader and had Red and his Pokémon find a way to get to her from the other side of the lava. After a failed attempt from [[Red's Clefairy]] in making themselves a bridge to get across, Clair got a bucket of water and a ladder to get them out of the lava.
Clair's only appearance in the Pokémon TCG was in the [[Pokémon VS (TCG)|Pokémon VS]] set. There she was given a number of Pokémon under her name, which, despite their evolution level, were all Basic Pokémon.

With that done, she sends out her {{TP|Clair|Dragonair}} to battle them. It took a combined effort of all three of Red's Pokémon to win. After the battle, Clair became depressed about the loss and the {{m|Double Team|clones}} of Clefairy and Tyrogue decided to cheer her up, leaving the real Clefairy and {{TP|Red|Tyrogue}} surprised about their actions.

*Once Clair is beaten in the game, she is so impressed and frustrated, she won't give the player have the Raising Badge at once. Instead, she sets the player in an extra task -- Go to Dragon's den, and retrieve the sacred Dragon Fang. Once the player manages to reach the Dragon Fang, she comes to the player and gives him the Raising badge, and as a bonus, the TM24 for DragonBreath (Ryu no ibuki). Afterwards, she says "No, it has nothing to do with my breath". The meaning of this was, to some degree, lost in translation in the American version, as it was an inside joke in the Japanese version: Clair's Japanese name is "イブキ/息吹" (Ibuki), or ''Breath''.

* When Clair gives the {{player}} {{TM|24|DragonBreath}} in [[Generation II]], she says, "No, it has nothing to do with my breath." This was a pun lost in translation, as Clair's Japanese name, Ibuki, can be taken to mean "breath". Despite this, a joke remains, as "dragon breath" is a term sometimes used for someone who has {{wp|halitosis}}. Because she gives out {{TM|59|Dragon Pulse}} in Generation IV instead, this joke was removed, though Clair does start to make a reference before becoming embarrassed.
