In Generations III to VI, it boosts the Special Attack and Special Defense of {{p|Latios}} and {{p|Latias}}; from Generation VII onwards, it boosts the power of their {{t|Psychic}}- and {{type|Dragon}} moves instead.

It is found held by a wild {{p|Latios}} or {{p|Latias}} (depending on version) that resides on [[Hoenn]]'s [[Southern Island]], and it may be purchased for 14,400 [[Poké Coupons]] from the Mystery Gift shop in Pokémon Battle Revolution once the player has completed [[Stargazer Colosseum]]. It raises the {{stat|Special Attack}} and {{stat|Special Defense}} of Latios or Latias by 50% when held. Because of this it has been banned from official tournaments.
Prior to [[Generation VII]], it was banned from official tournaments, [[Random Matchup]], the [[Battle Subway]], the [[Battle Institute]], almost all [[Pokémon World Tournament|PWT]] tournaments, and the [[Battle Maison]]. It was given to an old couple in Alto Mare long ago after Latios and Latias saved the city. The [[Team Rocket]] duo {{mov|Annie}} and [[Oakley]] were looking for the Soul Dew as well as the two legendary guardians of the city, {{mov|Latios|Latios|5}} and {{mov|Latias|Latias|5}}. If it is attached to the Defense Mechanism of Alto Mare (DMA), anyone using the device can drown the city in water, block all exits in the city and awaken the [[fossil]] Pokémon, {{p|Kabutops}} and {{p|Aerodactyl}}. It is implied that the Soul Dew contains the soul of a deceased Latios.

It was given to an old couple in Alto Mare long ago after a {{p|Latios}} and a {{p|Latias}} saved the city from an evil force attacking it, and was subsequently hidden in the [[Secret Garden]].
