Okay, couple of things:

1. You're a new user, so you should get acquainted with the mainspace first. This is why you can't make your userpage. Wait a few weeks.
2. You do not make pages on Archives to circumvent this.
3. Make some contributions or you're never gonna be able to make your userpage.
