Effect
The Tri-Pass allows the player to travel via the Seagallop ferries between the first three islands in the Sevii Islands: One Island, Two Island, and Three Island.
During the first visit, the player can only travel between these three islands. After completing the story, the player can travel to any one of the three from Vermilion City's port, and back again.
Once the player has delivered the Ruby to Celio, he will take the player's Tri-Pass and exchange it for a Rainbow Pass.

At the beginning of this chapter, Red and Blue each received a Tri-Pass left to them by Professor Oak, which they used to first board the Seagallop Ferry to the Sevii Islands.
In Going Green, Green was revealed to have obtained her Tri-Pass and Rainbow Pass prior to the chapter in order to travel to the Sevii Islands and catch Moltres on Mt. Ember.
