Well, since the towns with Contest Halls don't have Gyms (Fallabor, Slateport, Verdanturf and Lilycove), why not put it in a different little section like the towns with gyms in them do? I dunno, just an idea. Then again, none of the other regions have contest halls in multiple towns, but still. In this case, the only towns with nothing really to "do" are Littleroot, Oldale and Pacifidlog.
